The West Virginia State Police is releasing the following information pursuant to state law §15-12-5 which authorizes the state police to inform the public of a sex offender's release when the offender is either a sexually violent offender, the offender has multiple convictions of a sexual offense, the offender's victim was minor or if the offender has been determined to be a sexually violent predator.

These sex offenders has served the sentence imposed by the courts and has advised the state police that they will be living in the location below. THIS PERSON IS NOT WANTED BY THE POLICE AT THIS TIME. THIS NOTIFICATION IS NOT INTENDED TO INCREASE FEAR; RATHER, IT IS OUR BELIEF THAT AN INFORMED PUBLIC IS A SAFER PUBLIC.

Law enforcement has no legal authority to direct where a sex offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

Sex offenders have always lived in our communities; but it wasn't until passage of the Sex Offender Registration law that the law enforcement even knew where they were living. In many cases, law enforcement is now able to share that information with you. Citizen abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated. Further, such abuse could potentially end law enforcement's ability to do community notifications. We believe the only person who wins if community notification ends is the sex offender, since sex offenders derive their power through secrecy.
