2008 Goals and Objectives

1. Capital Improvements– Continue improvements to county facilities for the benefit of our customers and for the benefit of county users

a. Dunn Building HVAC and Roof Replacement Project – Complete design, proceed to bid and proceed with construction on HVAC and Roof Replacement Project.

b. Proceed to Closing on Tabler Station 8.6 acre parcel Pending Tabler Station Road Right-of-way Confirmation by the State of West Virginia.

c. Proceed with programming of the proposed Emergency Services Center at the Tabler Station Business Park.

d. Demolish 406 South Raleigh Street.

e. Complete designs for Raleigh Street and Church Street parking lot improvements consisting of re-striping, repaving and fencing where appropriate.

2. Planning – Continue the development of county ordinances to enhance management of Berkeley County lands and quality of life for our citizenry

a. Complete preparation of draft zoning ordinance and hold the necessary public hearings on the document.

b. Receive approval of draft zoning ordinance by the Planning Commission and County Commission.

c. Continue work on Homeland Security planning for the county in conjunction with the State of West Virginia’s Department of Military Affairs and Public Safety Homeland Security State Administrative Agency.

d. Continue work on development of a GIS department beginning with the aerial photography component.

e. Complete Subdivision Regulations revisions with measurable standards.

f. Complete Floodplain Ordinance revisions with measurable standards.

g. Institute pay on-line program for Planning Commission fees.

3. Economic Development – Continue the County's support of the Berkeley County Development Authority to further the industrial tax base and employment of county residents

a. Continue infrastructure development work at Tabler Station Business Park through partnership with the Development Authority and Region 9 Planning and Development Council.

b. Continue pursuit of prospects for sale of lots in the Tabler Station Business Park.

c. Continue pursuit of prospects for build out of Cumbo Yard Industrial Park

d. Develop Goals and Objectives through Development Authority Strategic Planning process for new Executive Director.

4. Technology – Further technological advancements within county government for the benefit of our customers and the efficiency of our county employees

a. Use Excel by all county departments in the budget preparation process.

b. Continue back scanning of the Circuit Clerk’s records from 1993 to the present and make the public records available through view only technology under the auspices of the “Virtual Courthouse”.

c. Complete the proofing of the County Clerk’s index and make all information available through view only technology under the auspices of the “Virtual Courthouse” program.

d. Complete back scanning of County Clerk’s records and make all information available through view only technology under the auspices of the “Virtual Courthouse” program.

e. Complete implementation of fees on-line pilot program and expand to other county offices upon successful implementation.

f. Place mapping on line from GIS and Assessor’s office records.

5. Personnel – Continue improvements to the county workplace through county policies and programs designed to enhance retention and recruitment efforts

a. Continue review of updated employee handbook with constitutionally elected officials and County Commission.

b. Implement performance review program on 7/1/07 and institute pay-for-performance incentives as part of the 2008-09 budget process.

c. Update and automate payroll system improving efficiencies and allowing access to payroll reports.

d. Continue to work with Blue Ridge CTC in developing needed training programs.

e. Begin development of flexible benefits program with projected implementation of 7/1/08.

f. Formalize Safety Committee and work with the Risk Management Pool providing increased safety training to all affected offices.

6. Transportation Plan – Continue to support Berkeley County Transportation improvement priorities

a. Continue work with the Metropolitan Planning Organization in its traffic study and reporting.

b. Continue to support Berkeley County transportation priorities through letters of support and resolutions of support.

c. Evaluate all funding sources for the addition of transportation planning efforts.

7. Clean Air Task Force – Continue ongoing efforts to support the work of the clean air task force

a. Continue work with the Clean Air Task Force to approve plan and recommendations to the state and coordinate with members of the Clean Air Task Force Early Action Compact and neighboring regional stakeholders.

8. Fire Board – Continue efforts to support the work of the Fire Board as the board plans for improvements to capital facilities

a. Support the development of a Fire Board Long Range Plan and Capital Improvement Plan and its implementation with year one funding on the Hedgesville Volunteer Fire Department facility.

9. Farmland Preservation – Continue support of the Farmland Preservation Program through approval of additional easements and continuation of property transfer tax funding

FARMLAND PRESERVATION

a. Continue the ongoing work of deed closures on easements recommended by the Farmland Protection Board and approved by the Berkeley County Commission following advice and consent by the Commission.

10. Solid Waste Authority – Continue support of recycling efforts underway and encourage expansion of recycling efforts in the northern and western portions of the county

a. Assist in the continued site improvements to the South Berkeley Recycling Center and Grapevine Road Recycling Centers through grant administration of state grants.

b. Request a plan from the Solid Waste Authority for improvements to the Hedgesville and North Berkeley Recycling centers and develop a new site

in North Berkeley County to service Spring Mills, Hammonds Mills and other planned developments.

c. Request and approve a plan for the location of a transfer station in Berkeley County modeled after the Jefferson County example.

d. Develop a commercial recycling facility in Berkeley County.

11. Affordable Housing – Home Consortium – Continue the efforts of the county to support affordable housing for county residents and education on available Berkeley County Housing Plan to all interested parties

a. Implement year one use of plan funds and complete 2008 dedicated plan expenditures.

b. Roll out Berkeley County dedicated plan to state, county, city and federal employees and begin the receipt of applications and funding to approved families.

12. Inwood Watershed Project – Continue support for project through the Berkeley County Public Service Sewer District

a. Continue to explore funding sources to assist in the construction of the project.

13. Engineering/Building Inspections Deparment – Continue advances in providing data and payment options to the public through technological advances

a. Institute on-line payments for fees for building permit purposes in the first quarter.

b. Complete roll out of Berkeley County Engineering IT applications in the first quarter.

c. Adopt module form of approval of standard housing plans by Building Inspections with modifications as requested by the prospective owner/developer.

d. ISO Evaluation of Building Inspections program.

e. Institute Grading Permit Fee on January 1, 2008 and track receipts of fee.

14. Central Dispatch – Implement in-house monitoring of alarm systems and training of Central Dispatch staff on this and other improved software packages

a. Install new Central Dispatch monitoring equipment and complete training of 911 Center staff to permit in house monitoring of all county building alarm systems in the first quarter of 2008.

b. Update teletype system to new web-based technology.

c. Complete rectifying process with GIS data from new aerial photography.

d. Complete training of all 911 dispatchers on new software packages for Emergency Medical Dispatching, Police Dispatching, and Emergency Services Dispatching.

e. Create new stand alone teletype records system due to requests by attorneys in criminal cases.

15. Fiduciary – Establish IT connection for use by the public to track the status of estate actions

a. Institute tracking mechanism to permit public view in capability on the status of estates.

b. Provide access to will documents through the Virtual Courthouse capabilities.

c. Provide documents on line for completion by the public.

16. Homeland Security and Office of Emergency Management – Evaluate department for purposes of safety and management backup

a. Evaluate staffing needs of Homeland Security and Office of Emergency Management.

b. Plan for senior staffing backup in instances of emergency, vacation, illness and future of senior staff.

c. Complete NIMS training by all staff – part time and full time and assist in expanding training offerings to all emergency responders and senior staff members of county government.
