BERKELEY COUNTY JUDICIAL CENTER HONORED
The Berkeley County
Judicial Center has been honored with three recent awards.
On the evening of October 25, 2007, the Berkeley County Judicial
Center was awarded the General Contractor Eagle Award at the Excellence
in Construction and Safety Awards Celebration hosted by the Associated
Builders and Contractors, Inc. Cumberland Valley Chapter. The project was submitted by General Contractors Brechbill
and Helman of Chambersburg, Pennsylvania.
Project architects were DMJM of Arlington, Virginia.
The event was held at the Fountainhead Country Club in
Hagerstown, Maryland. This
award honors institutional projects which exceed one million dollars in
value. The Berkeley County
Judicial Center will be placed in competition at the national level as
well.
Construction
Communications recently presented the Berkeley County Commission with
the Building of America Plaque of Honor for the Berkeley County Judicial
Center. The project was
selected by the editorial staff at Construction Communications and was
featured in a recent edition of the Real Estate and Construction Review.
On Friday, November 2, 2007, the Berkeley County Judicial Center
Rain Garden was honored with the 2007 Leadership in Low Impact
Development (LID) Recognition Program.
The West Virginia Department of Environmental Protection, City of
Martinsburg and Berkeley County Commission were presented with the
recognition award in Region III for the Rain Garden Retrofit in an Urban
Landscape. This award was
in the category for Leadership – Government Initiatives.
The Berkeley County Judicial Center was dedicated in October,
2006. It houses the offices
and courtrooms of the Twenty-third Circuit housed in Berkley County.
It also houses the offices of the Circuit Clerk of Berkeley
County and the Prosecuting Attorney of Berkeley County.

Local Government Official Receives Certificate of Distinction
Steven
C. Teufel, Commissioner, Berkeley County, receives recognition
Morgantown,
W.Va., April 22, 2006 – Over 100 local government officials from
across the state gathered in Morgantown this past weekend at the
Radisson Hotel at Waterfront Place to attend the Spring 2006 session
of the West Virginia University Local Government Leadership Academy,
coordinated by the WVU Institute for Public Affairs.
The two-day session included a series of three-hour workshops
designed to develop and hone the leadership and governing skills of
West Virginia’s city and county government officials.
On Saturday night, Steven
C. Teufel, Commissioner, Berkeley County, was awarded the
“Certificate of Distinction” for completing the Local Government
Leadership Academy’s six core workshops:
“Public Management & Leadership Skills,” “Financial
Management,” “Conflict Resolution,” “Economic Development,”
“Professional Conduct: Ethics, Open-Meetings Law,” “Personnel
Management,” and twelve elective workshops.
The West Virginia University Local Government Leadership
Academy began operations in 2001, and currently has nearly 300 local
government officials enrolled in its certificate program.
The Institute for Public Affairs is a public service and
research unit of the Eberly College of Arts and Sciences.
The West Virginia University Local Government Leadership
Academy is co-sponsored by the West Virginia Association of Counties,
the County Commissioners Association of West Virginia, and the West
Virginia Municipal League.

HOME
INVESTMENT PARTNERSHIP PROGRAM
Notice is hereby given by the Berkeley County
Commission that it will hold a public hearing on Thursday, January 10,
2008 at 7:00 PM, prevailing time, in the Berkeley County Commission
Chambers, 400 West Stephen Street, Room 205, Martinsburg, West Virginia,
25401. The Berkeley County Commission Chambers are accessible to persons
with physical disabilities. If
special arrangements need to be made to accommodate citizens in order for
them to participate in the public hearing, please call Deborah Hammond, at
(304) 264-1923 to make those arrangements.
The purpose of this public hearing is to discuss the
specific housing needs of Berkeley County, WV.
The Berkeley County Commission is a member of the Eastern Panhandle
HOME Consortium of West Virginia which consists of the City of
Martinsburg, Berkeley County, part of Berkeley County, and part of
Berkeley County, West Virginia. The
HOME Consortium is eligible to receive a HOME Investment Partnership Grant
in FY 2008. The U.S. Department of Housing and Urban Development will be
notifying the City of Martinsburg in the future of the amount of HOME
funds that will available for FY 2008.
In order to receive those funds, the member jurisdictions in the
Eastern Panhandle HOME Consortium must develop a program for the use of
HOME funds as a part of the City of Martinsburg’s FY 2008 Consolidated
Annual Action Plan. The HOME Consortium will be preparing their HOME
Program and they intend to afford citizens, local agencies, and interested
parties the opportunity to become involved in the planning process.
The following general types of activities are eligible
for funding under the HOME program: Homeowner
Rehabilitation, including repair, rehabilitation or reconstruction of
owner occupied houses; Homebuyer Activities, including funds for purchase
and/or rehabilitation of existing houses or new construction of houses for
homebuyers; Rental Housing, including acquisition and/or rehabilitation of
existing rental housing or new construction of rental housing; and Tenant
Based Rental Assistance, including financial assistance for rent, security
deposits and under certain conditions, utility deposits for tenants.
All HOME funds must be used for persons and households that meet
the HUD income guidelines and definition of low- and moderate-income.
Notice is also hereby given that the BERKELEY COUNTY
COMMISSION is accepting proposals for the use of its portion of the HOME
Consortium funds for FY 2008 beginning July 1, 2008. Application packets,
instructions and information are available beginning January 1, 2008. All
interested applicants are encouraged to contact the Berkeley County
Commission office, in order to obtain the application packet and to
address any questions. Please contact the Berkeley County Commission, 400

All interested citizens are encouraged to attend this
public hearing and they will be given the opportunity to present oral or
written testimony concerning the housing needs of Berkeley County and the

Petition for consent and approval to enlarge the responsibilities
of the Berkeley County Public Service Sewer District to include
storm water and water quality management services.
NOTICE
OF FILING
On September 21, 2006, the Berkeley County Commission filed a petition
pursuant to W.Va Code 16-13A-2 for consent and approval to enlarge
the responsibilities of the Berkeley County Public Service Sewer District
(District) to include responsibilities of storm water services and water
quality management. The County Commission stated its intention that
the Inwood Storm Water/Water Management Project commenced by the Eastern
Panhandle Conservation District and managed as of August 1, 2006 by the
County Commission, become the cornerstone of the District’s effort to
manage storm waster runoff in Berkeley County. A complete
description of the proposed enlargement of responsibilities is on file
with the Berkeley County Public Service Sewer District and the Public
Service Commission’s office.
Anyone desiring to protest or intervene should file a written protest or
notice of intervention within 30 days following the date of this
publication unless otherwise modified by Commission order. All
protests or requests to intervene should briefly state the reason for the
protest or intervention. Requests to intervene must comply with the
Commission’s rules on intervention set forth in the Commission’s Rules
of Practice and Procedure. All protests and interventions

Air
Quality Conformity Analysis Available for Comment and Review
The Hagerstown/Eastern Panhandle Interstate Council hereby notifies all
interested persons that the draft Air Quality Conformity Analysis for fine
particulates (PM 2.5) for the Hagerstown-Martinsburg, MD-WV Metropolitan
Area, that is in Washington County, MD and Berkeley and Jefferson Counties,
WV, is available for comment and review.
The Conformity Analysis has been completed in accordance with US EPA
National Ambient Air Quality Standards for fine particulate matter (PM 2.5)
and the EPA Final Transportation Conformity Rule.
The public comment period will begin on Monday, January 9, 2006 and
end on Wednesday, February 8, 2006.
Those persons wishing to review the draft document may request a copy by
contacting the HEPMPO office located at 80 W. Baltimore Street, Hagerstown,
MD 21740. Business hours are
7:30 am to 4:30 pm.
