TRAFFIC TRANSPORTATION PLANNER

BERKELEY COUNTY ENGINEERING DEPT.

(FULL-TIME w/BENEFITS)

GENERAL RESPONSIBILITIES:

Under the general supervision of the County Engineer, and working closely with the Planning Director, reviews plans and reports for development projects; conducts site visits to assess conformance with County/State road design standards, regional transportation plans, and transportation safety policies; determines restrictions or requirements for projects and communicates with developers; prepares reports and presents findings and recommendations to the Department of Transportation for incorporation in their findings. Following the decision of the Department of Transportation, will work with the Planning Commission and the Engineering Department to incorporate the DOT’s recommendation into the County planning and site review process.

 

ESSENTIAL TASKS:

(These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.)

o       Makes visual or survey observations of transportation systems to analyze traffic flow and safety.

o       For purposed new developments and commercial building uses traffic forecast models to anticipate traffic and/or engineering problems.

o       Prepares a variety of technical reports with recommendations and observations of traffic studies to the Department of Transportation.

o       With Civil Engineers and Urban Planners, creates and presents updates as they relate to planning, zoning, engineering standards, etc.

o       Communicates and interacts with other departments and agencies as it relates to Berkeley County’s transportation needs.

o       Prepares correspondence and reports as necessary.

o       Meets with and makes presentations before citizens groups, developers and/or public officials to explain transportation issues and gather consensus for recommendations or proposals.

o       Assist the County Engineer with the Hagerstown/Eastern Panhandle Metropolitan Planning Organization.

o       Serves as primary interface between the Department of Transportation, Planning Commission and the development community on matters relating to anticipated traffic flow, conducting traffic studies, etc.

o       Performs related tasks as required.

 

QUALIFICATIONS AND REQUIREMENTS:

Knowledge of the principles and practices of transportation engineering and planning. Ability to make accurate engineering calculations; prepare correspondence and reports; establish and maintain effective working relationships with others; analyze problems, consider options, formulate strategies, and make practical recommendations; learn, interpret, and apply procedures, rules, and laws; ability to read a variety of maps and plans; operation of general and specialized computer applications; ability to communicate clearly, concisely, and effectively orally and in writing.

 

 

 

 

EDUCATION, LICENSES AND EXPERIENCE

Any combination of education and experience equivalent to a Bachelor of Science degree in engineering, planning or a related field. Some work experience in traffic engineering or transportation planning.

 

PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier and fax machine. Some standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching and handling, pushing and pulling. Capable of performing field inspections field inspections, if necessary.

SPECIAL REQUIREMENTS

Possession of a valid drivers license.
Ability and willingness to attend evening  meetings as required.

Each applicant will be notified by mail regarding the selection process. Berkeley County normally does not reimburse travel expenses incurred to attend a scheduled interview.

 

EXAMINATION PROCEDURE:

The kind of examination/screening for positions announced will vary with each position and may include:

o         an evaluation of training and experience

o         personal and/or group interview

o         written and/or spoken examination(s)

o         performance test(s)

o         a background investigation

o         a physical examination*and

o         a drug test*.

 

*These examinations are administered after offer of employment.

 

PROBATIONARY PERIOD:

Berkeley County is an “At-Will” employer. However, new employees normally serve a probationary period of six (6) months before attaining regular status. The length of the probationary period may vary depending on the position and may be extended depending on performance. The probationary period is considered part of the examination process to determine the employees fitness for the position in which he/she was placed.

 

COMPENSATION:

Berkeley County employees are paid every two (2) weeks. A new employee ordinarily starts work at the rate specified in this announcement. The Berkeley County Commission reviews compensation increases as part of the normal budget preparation process and makes the appropriate compensation adjustments at the beginning of the fiscal year (July 1).

 

ANNUAL LEAVE, SICK LEAVE AND HOLIDAYS:

(the following is unavailable for part-time and temporary positions)

o         Employees earn 1.50 days of sick leave per month/18 days annually with unlimited accumulation.

o         Berkeley County observes 12 paid holidays per year and Primary and General Election Days as they occur.

o         Employees accumulate annual leave according to the following schedule:

HEALTH, RETIREMENT & MISCELLANOUS BENEFITS:

(some of the benefits may be available to regular part-time employees)

o         Regular employees are required to participate in the West Virginia Public Employee Retirement Plan

o         Life Insurance is provide to full-time employees, their spouse and eligible dependents.

o         Regular full-time employees may elect to join the County sponsored health plan which includes medical, hospitalization, major medical, dental, vision, and prescription drug coverage. The County pays 100% of the employee costs and the employee pays for any dependent coverage elected.

o         A deferred compensation program is available.

o         The County provides access to Employee Assistance Programs.

o         Direct deposit is available to any banking institution designated by the employee.
