The Office of Emergency Services is accepting applications for the position of Planner/Citizen Corps, Coordinator.  The successful applicant would work under the general supervision of the Director of the Berkeley County Office of Emergency Services.  

Duties and Responsibilities:  

Duties and responsibilities include, but not limited to, reviewing and analyzing applicable federal laws, regulations and policies governing disaster response and recovery activities as well as the policies and procedures of other disaster relief organizations.  Develop plans and procedures to be used in the implementation of all forms of disaster response and recovery assistance in Berkeley County including updating and improving the Berkeley County Emergency Operations Plan (EOP).  Assist in training personnel who will carry out response and recovery functions related to the assigned programs, meet with Federal, State and Local Officials as well as representatives of other disaster response organizations to ensure the efficient use of all available assistance programs.  Develop or improve communications and interoperability protocols between state and local emergency response agencies.  Establish or improve common incident command system (ICS) and perform as a staff person for the local Citizen Corps Council, which will further develop, train and integrate the Community Emergency Response Teams (CERT’s) into Berkeley County ’s Emergency Response Structure.  

Qualifications:  

A Bachelor’s Degree from an accredited college or university is recommended and one year of administrative or technical planning in a field related to the assigned program area of the Office of Emergency Services OR education equivalent to graduation from a standard 4-year high school and five years of full-time or equivalent part-time experience in emergency management or administrative or technical planning in a field related to the assigned program area of the Berkeley County Office of Emergency Services.  The successful applicant must have knowledge of the Federal and State regulations, laws, standards and statutes governing programs and operations, knowledge of governmental organization, operations and resources.  The successful candidate must also have knowledge of general plans and functions of emergency preparedness at local, state and national levels, ability to communicate clearly and effectively both in written and oral communications and to establish and maintain effective working relationships with co-workers, public officials and the general public and the ability to collect, analyze and evaluate data.
