ASSISTANT COUNTY ENGINEER II
GENERAL
RESPONSIBILITIES
Advanced technical position reporting to
the County Engineer responsible for the review of all
residential, commercial and industrial development plans to
determine if they are in compliance with all applicable
ordinances and standard design criteria. Shall be responsible
for administrative and supervisory duties in the absence of the
County Engineer.
ESSENTIAL
TASKS
(These are
intended only as illustrations of the various types of work
performed. The omission of specific duties does not exclude them from
the position if the work is similar, related, or a logical
assignment to the position)
- Review
of residential, commercial and industrial development plans.
Check to make sure they meet all design criteria set
forth by the County and in compliance with all applicable
ordinances. Once
acceptable, make recommendation to the Planning Commission.
- Meet
with homeowners, developers, engineers, contractors and
staff both in the office as well as on site regarding
various development related design and construction issues.
- Prepare
construction cost estimates.
- Receives,
answers and responds to citizen inquiries and complaints.
- Field
inspections including sediment and erosion control measures
being installed, proof-roll inspections of roads, stone base
and shoulders of road, pavement, culverts, drywells, storm
water management and/or other information as shown on plans.
- Field
inspections of building construction items.
- Performs
engineering and land surveying calculations and other
related civil engineering duties.
- Performs
related work as required.
- Review
and approval of building permit applications to insure
compliance with applicable building codes.
KNOWLEDGE,
SKILLS AND ABILITIES
1.
Ability to function with a minimum of direction.
2.
Ability to establish effective working relationships with
engineers, developers, contractors, employees and the public.
3.
Good oral and written communication skills.
4.
Computer application skills, Microsoft Office and AutoCad.
EDUCATION AND EXPERIENCE
1.
Bachelor of Science Degree in Civil Engineering or
equivalent from a nationally certified engineering program with
additional studies in the field of highway design and storm
water management.
2.
Minimum of five (5) years experience in storm water
management, road design and general civil engineering focusing
on site, subdivision development and building construction.
(A
comparable amount of training and experience may be substituted
for the minimum qualifications.)
PHYSICAL
REQUIREMENTS
Must
have the use of sensory skills in order to effectively
communicate and interact with other employees and the public
through the use of the telephone and personal contact as
normally defined by the ability to see, read, talk, hear, handle
or feel objects and controls.
Physical capability to effectively use and operate
various items of office related equipment, such as, but not
limited to a personal computer, calculator, copier and fax
machine. Some
standing, walking, moving, climbing, carrying, bending,
kneeling, crawling, reaching and handling, pushing and pulling.
Capable of performing field inspections of storm water
management structures, buildings and other development related
items that are located in and around major construction sites.
SPECIAL
REQUIREMENTS
Possession
of a valid Driver’s License.
Professional
Engineer Registration in the State of West Virginia or a Comity
State.
