 2005 Accomplishments
 

 

1.                  Building Facilities

 

a.      Dunn Building – Completed Phase II of county offices and relocation of county offices to the Dunn Building second floor.

 

b.      Dunn Building – Completed renovations to the third floor offices and relocated outside agencies to the third floor of the Dunn Building

 

c.      Berkeley Building – Continued ongoing construction work by Brechbill and Helman and all subcontractors working to summer of 2006 opening.

 

d.      Completed Code Analysis of Crawford Building and began development plans for use by the County Clerk and Judiciary functions.

 

e.      Completed third bond issue for construction funds needed to complete the Judicial Center Project.

 

f.        Completed individual county rating by bond company Moody’s.  Berkeley County is the first state with an individual bond rating.

 

g.      Completed repainting of Courthouse dome and roof area.

  

2.                  Planning

 

a.      Began the process of updating the Comprehensive Plan through the selection of the consulting firm, development of the stakeholder list and the completion of public meetings throughout the county.

 

b.      Began RFP process for consultant to prepare Land Use Ordinance for the County.

 

3.                  Economic Development

 

a.      Continued grant application work for the provision of infrastructure at the Tabler Station Business Park.  Selected consultant for design work and applied for an Infrastructure Access grant to construct access road to the park.

  

b.      Continued pursuit of prospects for sale of lots in the Tabler Station Business Park.  Completed sale of first lot in the park.

 

c.      Approved loan to Berkeley County Development Authority to permit monthly park expenses to continue until lot sales commence.

 

d.      Assisted sale of property on the Willis property to Thomas, Bennett and Hunter through approval process on Industrial Revenue Bonds.

  

4.                  Technology

 

a.      Continued back scanning of circuit clerk’s records from 1993 to the present with the future goal of availability on line.

 

b.      Began back scanning of County Clerk’s records with the future goal of availability on line.

 

c.      Continued exploration of payment of taxes and fees on-line.

 

d.      Placed Engineering and Planning records on-line for access by the public.

  

5.                  Personnel Enhancements

 

a.      Hired a Human Resources Professional .

 

b.      Began a review of all handbook policies and adopted new policies required by State Board of Risk Management related to safety and human resource compliance issues.

 

c.      Hired a new Assistant Engineer in the Engineering Department

 

d.      Selected an Interim Planning Director and enhanced Planning Department staffing levels.

 

e.      Hired a Facilities Manager.

 

f.        Provided a three step salary increase to all County employees and a multi-step increase to department level positions.

 

6.                  Wireless Communication Study – Completed Phase II of the Study and bid all equipment purchases, awarded bid and began renovations to the Central Dispatch office.

 

7.                  Electronic Voting Machines – Completed work with the Secretary of State’s office through the County Clerk’s Voter Registration office to obtain funding and obtain equipment recommended for county use under state contract.

 

8.                  Continued work with the Clean Air Task Force to approve plan and recommendations to the State and begin implementation of the work of the Clean Air Task Force coordinator.

 

9.                  Provided assistance to the Airport Authority in their sponsoring of the first annual Martinsburg Air Show.

 

10.              Provided grant match funds for the Ambulance Authority equipment grants.

 

11.              Provided grant match funds for the Fire Board equipment grants.

 

12.              Solid Waste Authority

 

a.      Provided additional funding for site development of recycling services at the South Berkeley Recycling Center and Grapevine Road Recycling Center.

 

b.      Continued stakeholder meetings with Solid Waste officials, State officials and the County Commissions and municipalities to develop and implement strategies to address the solid waste emergency in the Eastern Panhandle.
