 Berkeley County Commission

 2004 Accomplishments
 

1.                  Building Facilities

a.      Dunn Building – Proceeded to bid on second floor offices in first quarter of 2004 and awarded bid to Minghini Contractors.  Began construction in second quarter.  Phase I County offices relocated in third quarter of 2004.

b.      Dunn Building – Renovations on third floor offices underway by contractor. 

c.      Berkeley Building – Judicial Center plans sent out to bid and bid awarded to Brechbill and Helman Construction from Chambersburg, PA.  Construction began in July, 2004.

d.      Completed re-financing of first bond and initiated work on second bond to fund ongoing construction efforts. 

2.                  Planning

a.      Revised Subdivision Regulations with Storm water Management and Erosion Control Ordinance adopted and in effect on March 1, 2004.

b.      Begin the process of updating the Comprehensive Plan through the RFP process and interviewing of prospective firms.

c.      Assistance given to ongoing work on Inwood Watershed SWM Project

d.      Approved Airport Height Ordinance revisions as required by FAA.

e.      Approved ATV ordinance following action by the legislature.

f.        Approved Exotic Entertainment Ordinance and revisions. 

3.                  Economic Development

a.      Completed schematic design for development of Tabler Station Business Park through partnership with Development Authority.                

4.                  Technology

a.      Added the Dunn Building to the computer network through expansion of fiber network from Magistrate Court building

b.      Continued project of back scanning of circuit clerk’s records from 1993 to the present.

c.      Continued ongoing proofing of the County Clerk’s index.

d.      Explored payment of taxes and fees on-line through Software Systems and inquiries to counties throughout the state.

 

5.                  Implemented Direct Deposit by Finance office

 
6.                  Developed a Human Resources Job Description and Budgeting for position.

7.                  Strengthened Engineering and Planning Commission departments through the hiring of additional engineers.

8.                  Wireless Communication Study – Continued work on Phase II of the study.

9.                  Transportation Plan – Continued work with the Metropolitan Planning Organization in its traffic study through attendance at public meetings and provision of comments on Maryland plan.  Included Pan Tran as a stakeholder in process.

10.              Electronic Voting Machines – Continued work with the Secretary of State’s Office to obtain funding and recommendations by the County Clerk to obtain voting equipment.

11.              Continued work with Clean Air Task Force to approve plan and recommendations to the State and attend public meetings on the ongoing recommendations.  Hired a Clean Air Task Force coordinator to work with the Region 9 Planning and Development Council on the ongoing work plan for Berkeley County, the City of Martinsburg, Jefferson County and the Development Authorities of Berkeley and Jefferson County

12.              Provided support for the Airport Terminal Project through the work of the Airport Authority.

13.              Supported the Ambulance Authority Long Range Plan.

14.              Supported the development of a Fire Board Long Range and Capital Improvement Plan.

15.              Farmland Protection Board      

a.      Finalized the deed closure of the first 6 (six) farms (600 acres) now approved by the Berkeley County Commission.

b.      Hired an Executive Director.

16.              Solid Waste Authority

a.      Continue the site development to improve recycling services at the South Berkeley Recycling Center.

b.      Provide additional funding to enhance the recycling services at the Grapevine Road facility.

c.      Coordinated ongoing efforts with stakeholders group on improvement to recycling services and monthly work with the state to address early monthly closings of the LCS facility.
