 2003 Accomplishments

1.                  Building Facilities

a.      Dunn Building – construction completed on CTC of Shepherd College space and relocation from the Berkeley Building to the Dunn Building.

b.      Review floor plans for the 2nd and 3rd floors for county offices in the Dunn Building

c.      Berkeley Building – Approve the schematic design for the judicial center, complete construction drawings, complete Phase II revenue bonds to commence construction of Judicial Center.

d.      Animal Control Facility – Complete construction.

e.      Courthouse – Repair cupola and add anti-pigeon protectors on the roof. 

2.                  Planning

a.      Adopt the Planning Commission’s subdivision regulations.

b.      Hire a Planning Director

c.      Create and adopt a hazard mitigation plan

d.      Adopt a separate storm water management and erosion control plan with the NPDES changes. 

3.                  Technology

a.      Add more information to the County’s web site, i.e. departmental e-mail, financial statements.

b.      Add audio streaming of the Commission meetings to the county’s web-site.

c.      Use Excel in the preparation of the budget documents.

d.      Back scan circuit clerk records from 1990 to 1993.

e.      Index the County Clerk’s records.

f.        Update County department computers by replacing first generation equipment.

g.      Include tax information on Commission’s web-site 

4.                  Precinct and Magisterial district changes – equalize magisterial districts by population.

5.                  Wireless Communication Study – Complete Phase I of the study

6.                  Animal Control – Adopt Barking Dog Ordinance and Appoint Nuisance Appeal Board.

7.                  Home Confinement – Expand the program to help defray the higher jail costs in conjunction with expansion of Alternative Sentencing Program

8.                  Transportation Plan – Work with the MPO in its 18 month traffic study and report       

9.                  Approve COPS grant for addition of three new deputies to Law Enforcement

10.              Personnel – approved two step increase for all full time employees and protection and diversity of insurance offerings

11.              Farmland Protection Plan and Initial Easements Approved

12.              Clean Air Task Force Created and Draft Plan Prepared

13.              Region 9 Special Assessment to Continue Work of Agency

14.              Worked with Development Authority, Local Lenders and Criswell Family to Procure New Industrial Park Adjacent to the Airport

15.              Announce Relocation of Air Show to Berkeley County through auspices of Eastern WV Regional Airport Authority
